Key measures to be taken for the Japan's third state of emergency
- Covers Tokyo and the three western prefectures of Osaka, Kyoto and Hyogo.
- Be effective from Sunday through May 11.
- Require all eating establishments to close by 8 p.m. and restaurants and bars serving alcohol or offering karaoke services to close entirely during the period. Violators can be punished with a fine of up to 300,000 yen ($2,800). The requirements are tougher than the second state of emergency declared in January when alcohol-serving venues were only asked to shorten business hours until 8 p.m.
- Warn the public to avoid drinking alcohol with others on the street and other activities that could raise infection risks.
- Request sport and other events, including baseball matches, to be held without spectators in principle, compared with limiting the number to 5,000 people or 50 percent of venue capacity in the previous state of emergency.
- Call for shopping complexes with an area exceeding over 1,000 square meters to close except for sections dealing with daily necessities.
- Ask large entertainment facilities including movie theaters and amusement parks to close.
- Request transport operators such as trains and buses to end operations earlier on weeknights and reduce the number of services on weekends and holidays.
- Encourage companies to have employees work from home or stagger shifts to reduce people in office by 70 percent.
- Ask local authorities to consider closing public facilities and parks.
